Is it compulsory that the data cloud must be smaller ( in number of points. dimension of bounding box) than the model cloud ?

when I perform ICP registration of my dataset with smaller cloud as data and bigger cloud as model, I get good result
but when I swap the roles (bigger cloud as data and ...

I am getting exact result for -merge_clouds and -save_clouds all_at_once command,
two adolescent clouds put together on each other.

Isn't -merge_clouds command supposed to work the way Edit > Merge button works in GUI?

I am facing some weird problem in command line mode.
this is what I run in a batch file
@ECHO ON
CloudCompare -AUTO_SAVE ON -o smallA.las -o smallB.las -LOG_FILE smalllaslog.txt and I get this output in text file as expected
