Well, the 'Program files' folder (if that's where it was) has more restrictive rights than 'Download'. So this may explain the issue actually.

Not that,
actually i only use the portable version (the zipped one)
so the first time i put it in c:\users1\user\Documents\ and from there i got the issue.
then after a week or so i moved into Desktop, and it fixed itself up.
It is 100% a permission issue of some kind; next time it occours i will scavenge into windows events in search of some useful log.
If i would guess, it can be related to a system-wide resource scan that occours at initialization time, maybe it is done "under the hood" by the MS framework, who knows..
